are dragonborns "new" to this kappa?

Okay, would dragonborns be "new" to all the kalpa, as in this is the first time they showed up?
Now I figure the "dragonblood" are in every kalpa because Dagon gets 1 chance every kalpa go break free and I can see Ak atosh making a covenant each kalpa to stop Dagon from turning born into oblivion.

But the dragonborns were created as a crazy gamble by akatosh to bring Alduin back in line. As in alduin stopped doing his job of destroying and instead took up conquering and the dr agonborns were created to smack alduin around and make him do his job.

So is this the first time Alduin has rebelled and started conquering instead of destroying? If so, would that mean that the dragonblood who are born that way instead of gaining said things thru a ritual of a covenant? As in this is the first kalpa they were actually born that way instead of thru the covenant to stop Dagon?
