We've heard a lot of talk about the dragons, certainly, but that's because they're the main focus of the game's story, it's only natural. Bethesda isn't going to put the focus on the civil war because I can think we can safely assume that's either just a background for the actual main story, or it will provide the player with factions similar to Morrowind's great houses in the form of the sides in the civil war, and if that's the case, then it's only natural that we wouldn't hear much about it since Bethesda has so far not gone into much detail on the factions in the game, it seems like they're saving that for later.
Though I wouldn't mind getting more information that's not related to the dragons, I suppose, I like dragons as much as anyone, but it seems to me that there's only so much Bethesda can tell us about dragons before it basically becomes the same information being repeated in different ways, and I think we've reached that point. Now, I'm sure Bethesda hasn't told us everything there is to know about Skyrim's dragons, but they're not going to do so before the game's release, I think, because they wouldn't want to spoil the whole plot. Therefore, I want to hear more about something we don't know but Bethesda can afford to spoil.

The civil war has to deal with the story, which is something BGS and Todd Howard won't spoil.
The dragons also are part of the story, though, and judging from what we've heard of it so far, play a much greater role than the civil war does, and I'm inclined to trust that. Bethesda isn't going to promise dragons and instead give us a story where dragons are in the background and the important part is actually on a conflict that seems to have nothing to do with them.
