I am working on my settlements. I encountered the level 4 weapon merchant very early in the game and couldn't recruit him because he requires you have 30 settlers through out the world.

Will i ever see him again and get the chance to recruit him or is he gone forever?

After all the work I have put into settlers and charisma and stores I hope in didnt waste my time
