Are modified NPC stats saved with games?

Hi all, I have an NPC companion (Donton) and I frequently have to wait for him to catch up to me while hiking. Otherwise he usually winds up in an epic 10-minute battle with a bear or mountain lion. So I did a 'setav speed 200' on him and now he's as fast as I am. But I'm wondering, are these modified NPC stats saved with games, or do they need to be reissued on every load?

If commands have to be reentered every time, can I modify the stats permanently using the CS?

Have you save the game, then exited out and reload it to see what happens?

Some Console commands are saved, certainly the ones that effect your character. So is the SetScale command I used on my floating butler who keeps getting in the way. Good chance these speed settings you made on the follower will be too.

What remains to be seen is if the follower is told to go away for a while, will that setting be there the next time you find him? Or, will you have to look for the blood stain on a wall because he ran into when his shoes slipped trying to make a turn.

I think the modified speed setting is being lost at some point, that's why I posted the question. I don't know when exactly, or how to check the NPC's current stats. I'd much prefer modifying it permanently via the CS if possible.
