Are Perks Mod Proof?

Just wondering if new perks can be created or is the game set so that no new ones can be done? I've noted that there seem to be no Perks related to Melee Weapons unlike Unarmed (Iron Fist, Paralyzing Punch). Seems to me that at this point it is better to work on Unarmed over Melee. With one rank of Iron Fist, a 40 in Unarmed, and a max condition pair of spiked knuckles I do 16 points of damage. That is as much damage as the base for a standard maximum condition sledgehammer.

Just wondering if there are any melee related Perks that I missed or if anybody has created any.
