"Pagan" is not a word that actually means anything. You'd have to provide specific points of comparison.
And still, no, probably not. The Aedra are actually quite a weird pantheon, all things considered - logic, business, justice, time? And no ocean god? You get the strong sense that it wasn't formed with an eye for anthropological plausibility.
But that's why MK invented Lorkhan, I suppose.
