Are the Thalmor really evil?

This is my first topic on this board so it'll probably sound stupid to seasoned posters here. I'm probably wrong somewhere here as well.

The Thalmor want to deactivate all the towers in Tamriel by destroying their stones, this will make them become gods or divines again, that does sound quite evil but

Most of the grunts aren't evil, per se. They're following orders. The ones at the top probably aren't evil either, just stupid.

They've got a different mindset. Destroying Mundus is escaping prison. Eliminating men from the pattern of possibility is ensuring that they'll never be imprisoned again. Killing elves who mixed with humans is punishing people who practice and glorify bestiality. Killing imperfect babies is putting a terminally ill pet down. Sure, we see them as evil, but they themselves don't.

They're taking an admirable cause to an extreme end.

Since the vast majority of Mer lost the knowledge of how to ascend like Auriel, desperate ideas have taken root and are guiding the masses

While that's true, if we only judged evil on the accused's scale, no one would be evil.
