What i mean is that is there any person that can enchant your stuff if you give him money for it? My enchanting skill is so bad that it's not even worth it to enchant myself...

There is not. However, enchanting is actually really easy to level.

1. Buy the alteration spell Transmute. Its a beginner spell.

2. Whenever you're in town, buy up whatever iron ore (ORE! Not ingots) the smiths have. Its pretty cheap.

3. Convert the iron to silver, then to gold with transmute.

4. Make gold rings. One gold ingot makes two rings.

5. Enchant those with soul gems. It should of course be noted you'll have to cast soul trap, a beginner level conjuration skill, to fill the stones.

Do those things and you can raise enchanting pretty fast. Alternately, you can make iron daggers to level smithing at the same time and enchant those. Just be careful while doing this that you don't accidentally level your character too much. It can make the enemies out level you.
