on a closer look, seems like what your talking about is skinning to the NV skeleton, rigging would imply modifying or building a custom bone chain with constraint and controller setups.

in general 3d animation, afaik both terms rigging and skinning are frequently used by different sectors of the industry to represent attaching a mesh to a bone structure. while rigging also refers to the actual process of building the skeleton (as in the complete process of creating an animate-able 3d mesh), skinning is exclusive to attaching the mesh to the bones, though its sometimes misrepresented as the process of creating a texture for a mesh.
OP: if what you are looking for is how to rig your mesh to a skeleton, try searching specifically for game related animation tutorials. most general tuts out there are just that, generalized. ive seen a few good character rigging tuts out there for game related purposes over the years. dont expect to find any solid info on anything specific to fallout. maybe Gamebyo or Oblivion if you are lucky.
