No, for a few reasons:
1. I already have spent about $1200-$1300 on this build, starting back in June. It should be fine. If there are any changes, they will be because I come across some money (hopefully I'm employed) and I want to get an upgrade for the hell of it.
2. Though we don't have the specs yet, I doubt that it will be too strenuous on average systems, and mine is well above average.

PSU: Antec TruePower New 750W
CPU: AMD Phenom II x4 955 @3.2GHz
RAM: 8GB DDR3-1600 (Hopefully it'll use 4GB by default)
GPU: XFX AMD Radeon HD6870 1GB GDDR5
CPU Cooler: ThermalTake SpinQ VT
Oh, and red LEDs. Lots of red LEDs. I NEED MOAR LEDs!
$1000? I've just build a PC that should run it decently for under half that, *and* I live in the UK, where components tend to be more expensive.
I just planned out a decent one for a friend that will cost around $550, and that was only because it turned out that we had more to work with than we expected before... The budget was sitting around $300 at first, which I also could have worked with. So yeah, a DECENT computer will run you $5-600, but a good one will run probably closer to $800, and a kick ass one at least $1000.
