Well i hope so, maybe moders would be even able to put some lock on it so that you can only add some parts to a gun, like scope and such.

I done see how you need a mod, when just you yourself can decide how little or how much you mod your guns.

I think it would be hard to ignore this part, so it's more safe to disable it.

I'd prefer to see at least some of the more effective conventional ballistic weaponry look not unlike present day automatic weapons. If weapons mods change their appearance somewhat, I can live with that.
