No. Skyrim should be lead by the Nords, but all should be welcome. Except the Thalmor.

Judging by their generic battle cries, ALL Nords are "Skyrim is for the Nords" types. Including the many Nord hunters I've encountered who think that all those nefarious bunnies and deer they're chasing should get the hell out of their country. 
Me personally? Within the context of the game, I'm for an independent Skyrim governed by its own rulers and not an Emperor whose primary concern is protecting the interests of Cyrodiil even to the detriment of his own subjects in other provinces. I'm not for a "Nords only" Skyrim where people of other races aren't welcome to come and make a worthwhile life for themselves simply because they're not Nords.

An ideal Skyrim should be a free one governed by Balgruuf of Witherun. He is wise and tempered.
