Yes, I have read it. The tiny list of 11 "fixes" (most of which are still weapon/ammo related) doesn't even come close to the hundreds of bugs fixed by the community bug fix patch.
I wouldn't say "hundreds"; That's a bit over-exaggerating. Also, some are classified as "Should of been in the game", rather than an actual "fix", like Pyromaniac switching over to Energy Weapons instead of Explosives in the patch or removing the backpack tag to show the backside of Power Armor. They are not all true "fixes". And you have to factor in that maybe some fixes aren't working as intended by Obsidian, no offense to Yukichigai, like the Vault 34 Fix.
Then there are the things they did fix that no modder can fix, like Splash Damage, or the bug where the day resets to Sunday each time you load up the game. Plus, the adjustments they made to the engine. Everything besides the changes they made to the engine are truly secondary.
From a PC player perspective, it's alright if they didn't fix much because of said Bug fix patch. I really don't expect them to fix every single thing that's listed in the bug fix patch, but who knows.
