I quested for the hammer with paralyze artifact(can't remember the name-maybe its the same as in Oblivion?),but after i used a few times it dissapeared again.Is there another way to find it or it's lost forever?

you can get it again, never fear. just get another artifact quest and it may re-appear.

And you will be...HOWEVER...the Hammer never lasts long; it really doesn't have enough charges to support its magic. My recommendation would be to save it for tougher battles and keep another weapon handy for the critters you can easily handle. Then when you're done with the dungeon you can have it repaired and ready to wreak more havoc rather than have to go find it all over again.

Is that i first had the amulet and since i don't have to use it(you don't have to really since it gives nice stats),then the dwarven shield,so when I found the hammer was swinging it at everything 'coz i didn't knew that when it finishs the charges dissapears.The question was about this in the first place.Afterwards i was just rambling about .
Another question:I had a nice char but when I reached around lvl 15 when my inteligence drops to 1.It only happens if when i lvl up at that lvl i put points in there.I'm playing spellsword,dark elf,and have around 70 Int when i'm about to lvl up.

Never heard of that one, myself. You say it happens only when you assign levelling-up points to it? At any rate, weird.
