Armor DLC? Really? : V - Skyrim

I thought I heard Todd saying something about making the DLC's large, more like expansions. Yet I read that the PC Gamer mag is showing that the first DLC is Mudcrab Armor? Are they really going to nickle and dime us to death with armor and weapon packs or is there any truth to what Todd said?
