I just don't wear power armor (PA), I just don't feel comfortable playing in it outside of bos quests.

So, I've wearing mostly Silver Shroud suit and hat. I also like you can get upgrades at 35 and 45.

I don't wear legendary armor because I'm worried about weight. After I empty everything into workbench and my to sell later trunk. I head out carrying about 115 poundsof gear. And yes, I have the extra weight carrying perk under str.

So, anything better? Or am I wrong to pass off on the legendary armor?

Courcer armor, battered fedora with ballistic weave MK 5 on both, and sunglasses to top it off. coolest looking high armor outfit.

best i've got right now is around 280 with ballistic weave MK 5 on Trilby hat and Military uniform, and combat armor. its not as aesthetically pleasing as id like but its the same old crap from developers making up choose between stats and appearance.

What is ballistic weave, and is a perk required for it?

It's an armor modification you can add to some outfits in the game to give them similar stats to the armor pieces. You can unlock this feature by completing quest for a certain faction:

You need to do 2 or 3 missions for PAM with DIA cashes and talk to tinker tom in the railroad, if you killed them your out of luck.
