As per title, where can I get my armour repaired? I'm using the re-inforced stuff purchased from gun runners. I'm not aligned with any factions either. Thanks.

The Mojave outpost is the earliest.
Next comes Ol lady Gibson, just north of Novac.
Sameul Kerr at the 188.
Then Mick and Ralphs in freeside.
Raul at his home, or in the jail on Black mountain only.
Calamity at Jacobs town.
Paladin Sato at the BoS safehouse.

Any leather armour will work to repair reinforced leather, it's quite common to buy or find as well.

Also the perk jury rig is a very good way to repair all your items easily.
