My roomate has played New Vegas about 6 or 7 times. I've played it about twice and we still haven't figured who gets the unassembled arms shipment. I think the the guys at the gun runners assemble the shipment but I have never been able to get a dialogue choice to get it going. But I could be wrong and someone else completes the assembly. I need help.
