I've read that there are certain spirits that can lift themselves up to a gods level. My question is, can a simple ghost lift itself up to a gods level if it's worshipped enough? Or am i way off line here?

Eh, I've never heard of anything like this happening, but... Reverence and Worship are what make an Aedra or Daedra powerful on Mundus. A deity's power on Mundus comes from its followers, really. From a mortal perspective, anything can rise to "God-Tier", but the actual ghost/spirit will never rise in physical power as we know it.

Edit: I suppose spirits or any sentient 'thing', for that matter, could achieve divinity in many ways on Mundus (Numidium, Heart of Lorkhan, etc.)

There are some examples in old, Daggerfall-era lore. Like Ephen, brother of King Moraelyn (but Moraelyn, establishing a temple cult in his memory, stated that his godhood is only between him and his worshippers).
