I have tried everything I could think of, and my followers (per ATF) will not call a mount. Any ideas?

I'd verify the simple things first.
In game, go to MCM > Convenient Horses > Followers. Under General, make sure that follower horses is activated. That seems like the most obvious simple possibility. Hope that does it!
