Audio Stutter

I am experiencing a lot of static in Fallout 3.

I am using a Logitech G930 surround set headset

My specs are

Mobo: Gigabyte GA-970-D3

CPU OC'd AMD FX-8150

Corsair XMS3 RAM 12 Gb

GPU AMD 7970

PSU AX 1200i

I have tried doubling my audio cache and disabling some codecs

The static occurs mainly at the main menu however it occasionally happens in game

The static only occurs while I using the G930s

Do the Headphones have some kind of Matrix system or other tech that either "helps" surround sound or synthesizes it? If so, disable that. In fact, try to disable any control panel that is supposed to run the head phones and see if the game sounds better.
