Beta perhaps. It'd make sense for them to have at least a week for a beta. Don't they usually release dlc on a certain day? Far to lazy to look up the release date from skyrim/fo3 though.

Why not? It introduces new features, new actors etc. and they have to make sure they behave the way they are intented.

Robot customization, could require some. Could have sworn they said hundreds of options? Just going through all the possible combinations is probably more effort testing they'd do. Consider how the tier 4 merchant vendors escaped notice.
