I got this from my weekly lunchbox but it will only let me assign it to men. Is that intentional? I assume, based on its name and appearance, that it's a reference to Colonel Autumn from Fallout 3. With that in mind, is it intentional that female dwellers can't wear it?

There are numerous outfits that are restricted by gender. This is one of them.
