Azura makes a short appearance at
Spoiler the end of both the MW and Tribunal quest.
She isn't really a creature: You can't attack her. She appears, says something, and then disappears again. Anyway, that Azura is also replaced.
She
is a creature in the way that many other apparent NPCs are actually creatures - Dagoth Ur, Vivec and Almalexia, for example. The reason creatures are used are because they have no standard dialogue and have unique animations. If you had Azura as an NPC and not a creature, for example, she would say "E-e-excuse me, Nerevarine ..." and witter on about Solstheim! :blink:
The reason you cannot attack her is because the DisablePlayerControls function is activated.
If i'm right she makes also an appearance
Spoiler at the end of the path of the incarnate, when you took the moon-and-star at the cavern of the incarnate.

Westly is correctly referring to the physical appearances of Azura in the game, and not the cinematics.
