Buy a soul trap spell from any Mage's Guild hall and have 25 Mysticism skill.
31 is the highest damage effect you can apply without mods, but there is another way to crank up damage. Here's an example of a favorite of mine.
16 Fire damage for 1 second
16 Shock damage for 1 second
100% Weakness to fire for 1 second
100% weakness to shock for 1 second
100% Weakness to Magic for 2 seconds
(Effect requires 50 skill in destruction)Soul trap for 1 second
You'll get 20 uses and it'll kill even a level 50 Goblin Warlord in just a few seconds. Since you have Azuras star keeping it charged won't be a problem. You can even summon creatures and soul trap them if you are stuck fighting humanoid enemies for long periods of time.
Oh and for the power of such an enchantment against something. Swing one will do 32 damage. Swing two will do 128 damage. Swing three will do 512 damage. Not many things in the game will survive those three swings if they all hit inside 2 seconds. Even better, since the enchantment is so overpowered you can stick it on any melee weapon you wish from iron all the way to perfect madness.
