Sounds like Far Cry 2 syndrome all over again...
Its done in many games so the player can visibly see themselves reloading so they have a visual cue the gun actually did reload.
Counter Strike is largely responsible for this trend.
The Laser Rifle is optimized for right handed use.

I'm something of a "gun nut" myself. I actually sell firearms for a living.
So yeah, I can appreciate that it's annoying to see.
On the other hand, while SOME of Fallout's weapons are based on real-life weapons, they aren't real-life weapons. They're post-apocalyptic sci-fi weapons.
Maybe the alternate history 1950s world that Fallout takes place in designed weapons with ejection ports, bolts, and charging handles on the left-hand side because, why not?
Because using a gun with your left hand when you're a righty, shows how awesome you are!
I dunno if they all are, but the hunting rifle sure is annoying.
I hope that this is something you can alter at workbench when putting mods on your weapon.
