Has anyone figured out how to get the ballistic weave from Tinker Tom if he doesn't give you the dialogue for it. I have done every required quest and even all of the safe house missions and now doing the MILA quests and still no weave. Drummer boy mentions to me that Tom wants to talk to me about the recent DIA cache and then the game just bugs out and Tom doesn't mention it.

It's P.A.M's missions that give you access to the ballistic weave.. Talk to pam about the DIA cache. . I'm not sure if you need to place all the MILA's before you get access to pams missions first or not.. (there are 11 MILA's to do.) Also, the game can bug out if you ever refused to do a pam mission where she won't talk to you anymore.
