I think the idea was to be able to wear "civilian" attire instead of being forced into heavier and heavier armor. i feel it would have been perhaps a better balance choice to not allow it to stack with overt armor but that can be just as immersion breaking for some people. why no be able to wear super secret DIA spy tech (remember, that is what it is, super secret DIA tech from just before the war so it makes sense that it can compare to mass produced overt armor since it is James Bond's Tux.) under your ballistic plates?
Also it is an option for competent protection at an extremely light weight so, glad to have it.

The downside to it is that you cant get (or i havent seen yet) legendary clothing or put pocket/lead lining etc. on clothing which does push you towards stacking regular armor on top.
So your arguement is that by Min/Maxing you are feeling OP? I'm sorry but isn't that the purpose of Min/Maxing? How about this ballistic weave only works if no armor pieces are worn? This balances it as well as provides an alternative option for players who hate the god awful looking armor in-game?
I am saying that the mechanism is overpowered as it exists and that I would like to see it toned down. I'd also like to see it available on outfits with some kind of consistency. It makes no sense at all to allow weave on a sequin dress but not a flowery dress.
However the problem then arises that helmets for armor provide some level of protection and granted there should be a way for hats to provide the same level of protection. This is to ensure that people can play the charamatic spy with MI6 style armored suit and hat.

Which I meant hats with level 5 give the same protection as the best helmet. Not the 220.
And there, as I said earlier, is the actual issue. You're not actually talking about game balance and immersion, you're just saying "I like it so back off."
Come on, read what I wrote. The mechanism is overpowered. Pretending 4 levels of it don't exist doesn't change that, it's just a clumsy work-around.
There's something in the game that'll let me wear whatever appearance I'd prefer for my character, and still be game-effective? Cool! I was really annoyed when tougher enemies forced my FO:NV character out of Reinforced Leather armor.
But yeah, it would be nice if it was an option for any clothing, not just some.
Seriously, not seeing the issue here. Here's an optional thing. That the OP is upset by because it doesn't look right. When how his character looks is entirely up to him. If he wants his character to look uber-armored, he can do that. The existence of a ballistic weave upgrade does nothing to prevent him from doing that. What's the problem? (seems similar to "100% chameleon" gear in Oblivion or Morrowind. Sure, you could make yourself permanently invisible and break the enemy AI, using things just available in the game. But if you didn't like that, why would you do it? Especially if it was something you had to go out of your way to deliberately do - it was nothing you just stumbled on and then couldn't avoid. Kind of like you had to put in a lot of effort to make yourself OP with the Skyrim Smithing>Enchanting>Alchemy recursion loop.)
Do you play on Survival? Also, the combat armor option gives you five individual pieces that can be blessed with legendary properties, my favorite being AP refresh. Armored dress is just straight up DR.
