I did all 3 of the DIA caches quests from P.A.M. with the Railroad but I still haven't unlocked ballistic weaving from Tinker Tom. Drummer Boy keeps saying Tom is dying to talk to me about the caches but Tinker Tom doesn't mention them and there is nothing different to buy from him. I checked a armor workbench to see if I had it and just missed it but I don't. Anyone else having this problem or aware of some kind of workaround on the PS4?
