It has been a very long time since i used that mod. I do know that in order to use the master trainers you must buy a pass from a Orc woman, the doors to the "classrooms" will not open without that pass. But i can not remember any more how it went with the Provost, maybe the pass will help you?

Yes. Means you can never get to see the Provost. Checking the dialogue entries in the Construction Set will confirm this for ya.
