Shopping District: Roughly intact. Theres a city in the old mall.

Residental Area: Somewhat intact, Supermutants are attracted here.

Harbor:Mirelurk haven

Factory District:Most factorys are destoryed, Some have surprises...

Heres a map of the city: http://maps.yahoo.com/index.php#mvt=m&lat=39.295736&lon=-76.582138&zoom=14&q1=Baltimore%252C%2520MD%252021202

I love the shopping mall city idea. The vertibird concept is a bit over used though, I suggest some other way to get there.

If my map reading skills are as high as I think they are, isn't Baltimore pretty close to the playable area. Couldn't you practically walk there?

Yeah, or at the very least take a caravan or train to get there...

I'm trying to think of a reasonable explanation for why you need to take a train/travel with a caravan. Maybe the area in between is infested with Deathclaws.

COnsidering most late game players are immotal tanks who mow down entire armires in a matter of seconds by farting...I think some natural or otherwise immovable obstacle would be best...

Heh. I was thinking of making a mod of Baltimore at one point. Changed my mind in favor of making a town that doesnt have a real-world counterpart.
It sounds like your idea is to throw every enemy in Fallout 3 into the city, much like the DC area is in some ways. Maybe it might be a good idea to make large pockets of the city Safe Zones for scavengers and the like? Like, to a larger degree than Mr. Scavenger's tiny shop with a dog.

I have bumped this thread to bring any potential makers of this mod.

Instead of traveling with a caravan for your protection, it's more likely they would turn to the Legendary Lone Wanderer and ask him/her to protect them on the way there.

A good mirelurk hub would be the Aquarium. Imagine, you go into the food court, only to find it swarming with Mirelurks. You go into that one exhibit with all the trees, only to face swamplurks.

Surely you would add in the Aquarium and the Inner Harbor!
