I've tried and I've tried.. and every time I try a new approach to install the mod.. I get those annoying WTF this is a missing mesh blah blah blah.. I'm SURE I did everything correctly but just in case, you someone kindly reply with a simple step to step method detailing EACH and every step needed to install this mod. Of note; currently also running SI, Thievery and COBL. Thanks

You likely did not install the resources. Have you checked out http://www.thenexusforums.com/index.php?/topic/220413-faq-frequently-asked-questions/page__p__1936814#entry1936814?

Basically, you just make each download into an OMOD with OBMM, then you install each part. 3 easy steps. I'd tell you specifics, but I don't have that mod installed at the moment. Hopefully someone else can give you details.

As for your problem, you certainly forgot to download one or both of the resource packages that are required, or you have not activated Better Cities.esp (this is an empty plugin that does nothing more than tell the game engine the where the resources are).
