Yes you can try it. It is even better if you know just how to create an omod (you know click the button create and just say yes to everything, click ok and then just activate the omod). You don't need to know anymore than that.

You know your way around OBMM (scripts make the installation so easy!!), you swear only by Wrye Bash which is the ultimate tool for a mod user!
You can definitely use Better Cities.
Expert User:
You use BAIN for every mod or you omod and script everything!

Not to sound condescending, but have you even read the readme? If you do not know the basics of mod installation, brush up before you attempt this, or you'll botch your install and then be frustrated...
