Yep, not surprising. I managed to do the same with a luck of 8. Just took a bit longer. There's an achievement/trophy for getting kicked out of them all.

With 10 luck you can say "hit me" with 20 showing and you'll still get 21.

Congratulations. The next step after that is to do the Omerta Quest and shoot them up afterwords. Then give them a little visit every once in a while with a minigun.
