Ulysses, for his depth of thought and for his dedication to finding the nation that will truly be worthy of the New World -- while destroying all others of course.
Trudy, the bartender in Goodsprings is also a great character imo. She fits perfectly in her small town, and she's one of the only interesting people in Goodsprings -- I mean Pete probably had some dynamite explode too close to him and Ringo's just a [censored] for attracting the powder gangers, then Mitchell isn't exactly a fountain of personality. Trudy also explains a lot early on, and her detached, isolated, small-town perspective on major events in the Mojave was interesting early on in the game since it was the only perspective you have until you actually meet the major factions yourself. Trudy, for me at least, was also a motivator as to why the indy Vegas/House route was best for the Mojave. She leads a happy, self-sustaining, peaceful life in which she contributes to her community -- sounds pretty good, right? Now imagine the Legion or NCR occupying the Mojave and the town of Goodsprings. Wouldn't be to good for Trudy, would it? I know she's not important to the grand scheme of things, but in the post apocalyptic world why not allow peaceful, small, self-sustaining communities like Goodsprings exist and thrive? Perhaps the Legion would do that, after some time, but it would still be different. Perhaps they would recruit Trudy as a breeder, or move her to some other location. The NCR would tax the hell out of Goodsprings, possibly to the point where it can no longer exist. Just speculation of course, but it could happen given what we know about the NCR and the Legion.
Sunny Smiles was also great imo, just because she was obviously created to make fun of Fallout 3. Moira Brown was as annoying as hell and would have really fit with the name "Sunny Smiles," and then you meet Sunny in New Vegas and she's actually practical, quiet, and dull. It kind of set up that the NPCs in New Vegas weren't going to be the annoying, "Ok it's time to skip this dialogue" NPCs that were common in Fallout 3.
