Look at the crafting video showcase on youtube, I can't post links but it's called "Fallout 4 - Crafting System Gameplay"

At 0:47 the player opens the inventory and 3 bobbleheads are shown, one of them being a barter one, then he puts them on the bobblehead stand which has 21 slots.

skills confirmed?

I suspect they may have ranked perks instead of skills.
