Basic steps for being a noob to modding

Sadly my PC won't be here until this coming tuesday. I've been trying to read up as much as I can on mods, and installing and such. But I was hoping any of you could offer some simple advice for me for beginning with this. I watched some how to videos, and it was discouraging lol i've always been a console gamer, so this is over my head.

I'm assuming I need Nexus Mod Manager, or the Fallout Mod Manager? I won't know a thing though about those scripting programs, or what to do with them.

I really like the idea of one of the weather mod and the weapons mods expanded, mod. I'm considering JE Sawyers mod as well as I like the idea of limited carry weight early on, plus that stimpacks have weight. The bounties mods sound really cool as well. Would love some new armor and weapons, and I really, really want to mod the All American lol i can't imagine that gun with a silencer...

Open strip and open freeside also sound really cool too.

Anyways, I was just hoping for some basic starting tips if thats possible. Thanks
