I just couldn't let this stand. Battle cattle are brahim! Why would anyone want legion? They are useless. Battle cattle would eat them alive.
I thought Battle Cattle was Tabitha's word for the Legion, beause they have the Brahmin on their flags.
Generally the consensus is yes the a Battle Cattle is the legion (because of the bull on their flag) and the double headed bear is the NCR.
Some dialogue however suggests in game that Super Mutants are afraid of the rather large Brahim too.
Don't forget the crazy nightkin that wanted to mini-gun the brahmin in novac.

It actually took me months after I stopped playing to realise she was referring to the Legion and the NCR. A lot of people thought the same way too.
I believe Rhonda knew, she just wouldnt tell best friend Tabitha.

(i liked nightkin anyhow, and i'd actually like some quest involving them and lots of brahmin, so i'm in with this)

Their distance from Black Mountain doesn't really matter. It's basically just Tabitha's way of referring to the Legion on her radio. She is aware of them, you know... the entire Mojave Wasteland is too.
I guess I just love the Crazy the Nightkin bring to Fallout. Crazy with a huge wack of Dangerous as hell. and Brahim are a slow moving platform that can carry a lot. Mount a Minigun on the top!
I don't really know why you're trying to debate this lol. She refers to the NCR as the two-headed Bear men and refers to the Legion as Battle Cattle.
There's also a point on her radio where she rages at her Super Mutants for running away when in a fight against Battle Cattle. It's pretty obvious she's talking about the Legion and not Big Horners.
I doubt it. We'll probably get some other, new form of them though.

We shot people in the Army for less than this.
Mostly in the same sentence as battle cattle:
'Two-head bear people astride battle cattles!'
'Are two-head bear people shooting at you, and battle cattle mooing?'
'Safety not guaranteed against siege or assault by two-head bear people or battle cattles.'
I think it's clear she means the legion if she refers to the two-head bear people as other danger
