Recently I did the Battle for Whiterun quest and I was sided with the Imperials. Afterwards I noticed the city did not get rebuilt right away so I continued questing. Did a couple more legion quests and it is still not fixed and the pawnshop is locked even though the owner is wandering around town. I have all the unofficial patches and my game is fully up to date. Is this currently fully broken or can I somehow fix this issue without starting a new game?
