Most stores that carry general supplies restock 5 bear pelts. That is the simplest way to get them. If near The Imperial City for example, try Jensine's store. :)

you could use console commands on pc or on console you could get 1 bear pelt and then use the duplication glitch. if you are against cheating then take Acadian's advice

As Acadian said, most general stores stock bear pelts. I love hunting though, and I think you'll appreciate the reward more if you hunt the bears yourself. Your choice though. :)

this is what I spent most of my playing on today. Go to the Imperial market district, visit all the general stores (Three brothers, good as new and so on) and they have 5 pelts, as mentioned above. Borba has some in Cheydinhal, nearby, it's hard to hunt for 20 pelts.

it's hard to hunt for 20 pelts.

Think of it as a long-term quest. If you rush all around to get them as quick as you can, you won′t enjoy the reward (the training) as much. At least that goes for me

One of the creature caves between Bruma and Chorrol is almost exclusively bears (with the OOO 1.33 mod) and lots (LOTS) of them. Good Hunting if you are up for it. Nothing like a good hunting.

When I was last doing this quest, the first seven bears I ran across were the ones around Shardrock - they drop fangs instead of pelts! So I ended up having to kill 27 bears - and probably more, as I encountered a few Spriggans, and they summon bears which drop nothing.

So I'd say do both, buy some and hunt some. Start with hunting and see how it goes, buy if you run out of ideas on where to find them. As previously mentioned, mods like OOO, and your current character level, will change the frequency that you find bears, but not much. Once the black bears have started to appear, (and you can't normally reach that master training quest without getting enough levels) then leveling up is just likely to change a black to a brown. Most of the regions have bears but especially forests. Mountain regions get brown bears once you reach that level.

The secret to finding anything seems to be looking for something else. Go hunting Mountain lions, and you'll find nothing but bears. :brokencomputer:
