The short answer is "yes." There are actually quite a few of them. I use a set I've put together over the years - bits and pieces from a lot of different texture and hair and eye mods - so I can't really help you with a specific, all-in-one pack, but if nobody else has a suggestion, you could certainly find something (too many to choose from might be the problem) http://www.tesnexus.com/downloads/cat.php?id=26

Both Cobl Races and Race Balancing Project include many new hair and eye options. Both also include TNR, which makes NPCs a lot better looking. They also distributes the new hair and eyes to NPCs.
