I think that it would be more interesting that you are sort of detective than an actual guard.

I could totaly see this happening IF it was more of a chasing lawbreakers and going detective style thing. Although it would be nice to have a few options like being able to be corrupt and setting fines and false charges among people. Of course, to do that there would have to be a thing like a alligation against you every now and then, but if you live in a small town or have good speechcraft, you can deal withb it.

No, that would be stupid and boring. Something along the lines of Morrowind's Imperial Legion quests would be cool though. Guards don't have any fun. At all.
