Here are some things that I actually think makes Skyrim more RPG than its predecessors:
-Smithing, cooking and etc.
-Radiant AI.
-Some fortunate choices like different bounties, scars/tattoos/blind eyes...
And here what makes me think the contrary:
-Too much emphasis on Dragonshouts and being Dragonborn, some people don't want to role play a predefined mega super-hero, just a really skilled archer/spellsword/barbarian/etc
-Some RPG aspects were removed. Just because some warrior doesn't have magicka doesn't mean they're mega dumb. (Fallout 3 alters the game's aspect and dialogue according to your SPECIAL stats).
-Finishing moves, the one that killed the dragon looks like it forced 3rd person. Changing camera breaks immersion therefore the feeling of role playing someone.
-Magics need to be equipped as weapons (not necessarily non-RPG, but reminds me more of non-RPG games), not a bad point though, just experimental in the RPG genre
Maybe they'll shut myself up when they show us the Radiant AI, factions and cities. I really hope they do that.
