If you don't have rain occlusion on in the graphics config menu, that will happen. If it's off, it won't, or shouldn't anyway.

The method is a bit involved, and I can't post links. Look on YT for a video titled "Building Double-height walls in Fallout 4" on channel "jd m". That's where I learned the basic method. One that's a bit less glitch-reliant, and for videos that show off a few more construction details, look for a channel called "Mr Spooze".

Don't know what settings PS4 has, but on PC, that is one of the settings in the launcher.
