Not at release, but some time after both thieves guild and dark brotherhood will be introduced.

I am curious how this will work because as it is, at least in beta, you had no repercussions for taking stuff from peoples houses. So they would have to install a crime faction or some way of making things able to be stolen.
So, a bit off-topic but is there any downsides to joining these guilds? I mean is there any reason not to be a part of the mages guild, fighters guild, undaunted, and thieves/DB?
Sorry, just something I thought of when considering the addition of a thieves guild. Like, is it something that we are just expected to do, or will there be any trade-offs?

Plus it would be a big overhaul with the guards dialogue, prisons, bail, escape routes, bounties, making things owned, NPC's reaction to you being caught, how the guards react. The only thing that I can think of is that all of this is dormant and will be activated when the TG is finally installed.
I just don't see how the DB or TG would work. They'd have to be instanced quests at the very least, without consequences in the open world. I just don't see how it's going to work with how they've set up the game.
I do hope so, but then I also hope the same about underwater area's. I don't want to sound like I complaining because I am ecstatic from what I have seen but is does seem that they have cut much that is so evident in all the other TES games.
I don't see how this is going to work unless they assign only certain areas where the TG operate. Meaning that the whole world will not be open to TG activities and DB contracts. Towns, zones, cities and stuff like that might be created just for these two guilds but only those areas will have these things active like bounties, jails, things being own... etc. I hope that this is not the case because it's a little immersion breaking that I can go into any house in Auridon without repercussions but going to certain other places of Summerset Isle or Valenwood, etc. will be different.
This will be interesting how they do this because I see it as a big overhaul when they install this later mainly because all of the things needed for DB and TG to work and be immersive is not in the game at launch and when it all is active it will completely change the game for everyone... even those who do not join the TG or DB.
Rummaging through NPC's cupboards, wardrobes and drawers, taking their shoes and pork is one of the most absurd and hilarious components of CRPGs. The earlier TES games were one of the few that attempted to counter this; the NPCs would follow you around their homes and shops, eyeing you suspiciously looking through their drawers and calling the guards if you took something while they watched. Playing a thief in Oblivion was my favorite as I dodged guard patrols waiting for shopkeepers to lock their doors and go to sleep so I could grab their loot. I don't think thieving in ESO will be nearly as immersive (for one, the shopkeepers only stand in one place and don't roam on schedules - sigh), but I'll just have to wait to see what they come up with.
I see your point but I don't see how you could fail such a mission like if a quest sent you to an NPC's house to get something specific but as it is NPC's don't react to anything you take from the house. It would be kind of weird if the cities crime system (like dialogue, bounties, jails, reactions, escapes etc.) would only be activated when a quest is active.

Rather interesting to see how this will play out honestly. If they implement the justice system and others are so used to just raiding NPC houses and then all of a sudden the system is activated and they are put in jail. This is the way it should be anyway but it will take those who are not aware of the changes by surprise.
My suggestion is to look at the skill lines. If any of the skills or passives in the line are something that you think you'll use, then do those guild quest lines.
I hope they add ownership to stuff inside peoples homes. It just seems insanely stupid that I can walk around an grab bottles and stuff from chests right in front of people in thier homes and they don't mind one bit. In Skyrim if you were friends with someone you could take items up to a certain value but even then you actually had to be friends with them first.
