Hello, I am new at this forum and I am a big fan of Fallout world. Since you have announced V13 Project I was very excited and I was thinking much about it. I have been thinking alot and there are many ideas on my mind how should Fallout MMO look like and I would like to represent some of my ideas. I expect from this forum members and gamesas to comment and discuss about them.

First of all I think that combat need to be like some FPS, presicely something like Mass Effect. Having Turn-based combat sistem in MMO would be too slow. The only problem with ME stile combat sistem would be meele weapons but you can always put some shields or some other option.

Items should be different and there shouldn't be two of same items, for example if there is an "BoS Laser Rifle 456-SB" every item with that name would have some stats and one of them are giving 2 accuracy and some other 3. So there isn't two exact same items or they whould be very rare. Items dropped from PvE enemies should be rare too and they would drop only blueprints and ruined parts for weapons/items. Then the players must collect parts and construct it. Also items should be very modifiable so you could make your items to suit them best for yourself.

Abandoned buildings! It's post apocalyptic world remember, so the world is full of abandoned places which "guilds" can take over and use it. For examle, on the beggining of the game there is and ammo factory which is controled by NPC and they sell ammo to players so the could shoot things. Later on, players would overtake them and produce ammo and sell it to other people. Of course to make an bullet you need powder and some metal so to create ammo you will also needs some kind of ore mine and powder factory. So you can put many other factories, mines, oil rigs etc. like uranium mines, uranium rods factorys for nuclear generators or other factories, cities, maybe some machine running or even a power armors! To produce something you will need manpower so there will be different ways to get it and some of them could be to threat NPCs like normal workers with salarys or if your guild is slave lover then you threat them like slaves. Of course every sistem has its weakness and advantages. In all MMOs is normal that guilds will sooner or later colapse and fail but that will fit perfectly in post-apocalyptic setting because world is still not yet peaceful place.

Over some time guilds will control almost whole Fallout world and they will fight for some factories, mines or millititary bases with other guilds so guilds will start to make alliances and factions. Later you can add with expansions new sides like Bos, Enclave, NCR, Followers of Apocalypse or even new Masters army which player guilds and alliances can join and gain some bennefits from each and fight under they flag.

You should add vehicles too which player can modifie and add some granade launchers, shields, better engines etc.

I hope that you will like my ideas and discuss about them expecialy the guild sistem and abandoned buildings part.

P.S. Sorry if my english is bad and if you like my ideas I can think of new ones and post them.

I really like the guild/player housing as abandoned buildings idea. I think if the game incorporated a lot of that landscape fighting for locations that give bonus items and income to a guild/person we'd see a really interesting PvP dynamic build up in the game.
