bend will not work. all shouts are unlocked any ideas would be great !! pc version

Do you make the shout and it doesn't tame the dragon or does the shout not happen?

There a few dragons it won't affect (http://www.uesp.net/wiki/Dragonborn:Bend_Will).

Requesting this be moved to Skyrim C&S.
