Can't repair ranger helmets without jury rigging. Confirmed Bachelor didn't even have anything funny about it and I'm heterosixual

Worst: "Computer Whiz & Infiltrator"....If you haven't figured out these mini-games by level 18 uninstall Fallout 3 and New Vegas right now. You're hopeless.

It gives you 10% bonus damage against all male enemies though, plus you get a discount from 100-repair skill Major Knight too. And it makes getting Arcade easier. There are worse perks I think.

Anyway, for me:

Best: Educated, Comprehension, Better Criticals, Strong Back, Pack Rat.
Worst: Computer Whizz, Infiltrator, Friend Of The Night.

Absolutely the best: Jury Rigging
Best: comprehension, Black widow/lady killer, purifier(if you love melee and unarmed weapons), Heavyweight(if you love big guns)
Worst:Terrifying Presence (it's useless, you can use it for starting a fight during the speech, but you can simply do that, out of the speech, with a bullet in the enemy's head)

It allows you to one-hit kill anything with lower-powered weapons, which are cheaper to repair and the ammunition for which is so abundant. Makes Ratslayer and the Mysterious Magnum doubly awesome.

Retention

For what?


Retention's pretty useful for longer battles or battles that contentiously happen one after the other. It can also be useful for Vendor runs as you can go to Gun Runners and Crimson Caravan without wasting another mag if you use fast travel or can't run from point A to B fast enough.

It's main use is particularly for lower levels. At higher levels, you should have all of the skills that you use to their proper levels, so it's less useful like a bunch of perks.

In my opinion:

Best Perks: Pack Rat, Jury Rigging, Hand Loader, Finesse, and Better Criticals
Worst Perks: Here and Now (For people that level pretty fast, so playstyle dependend), Computer Whiz, and Infiltrator.

If I can include Dead Money, Light Touch would be included in the best where as Junk Rounds in the worst as it's pointless.

Worst: Confirmed Bachelor

Splash Damage increase the exploding radius of all explosives by 25%, Demolition Expert you'll deal 20% more damage, and Hit the Deck would make your DT increased by 50% against any and all Explosives. I'm heterosixual and I have nothing against homosixuals since we're all human beings. Nothing else.


Dead Money Perks
Best: And Stay Back
Worst: Unclean Living (Companion)

And Stay Back would literally knock your enemies off their feet with shotguns like the Riot Shotgun. Unclean Living isn't affective to save my me in the gas when low on health.

Agreed on Jury Rigging being the best, although I would put Pack Rat right up there with it for those like me who just have to take everything from a given location with them.

I actually like Bloody Mess; although it's potentially a problem while doing Three Card Bounty, I've found that shooting the three targets in a leg tends to solve the problem as having the perk trigger in that case does not mutilate the head.

Edit to add:

As far as the worst perks, I would say (in no particular order):

Infiltrator
Computer Whiz
Here and Now
Cannibal
Ghastly Scavenger
Swift Learner
Terrifying Presence

as none of these have any real use whatsoever. I did try a high-CHA character with Terrifying Presence, but it was rather weak since I tend to be using Speech options to avoid fights rather than start them. Cannibal and Ghastly Scavenger might get use if you're RPing a psycho Wanderer, but IMO they just don't give enough food or health to be worth the pick(s)

Lead Belly I could actually see a use for, and did on one character (RP-heavy Survivalist spec), however it gets negated and then some by Rad Absorption, which I always take. Now, if it was available at the lowest levels while one is still scrambling for anti-rad supplies and clean water it would be more useful, but I still wouldn't take it again as it just doesn't accomplish enough to justify the slot.

Jury rigging/Animal friend

Explorer - just covers the map with undiscovered locations, it's like installing a spoiler plus it looks terrible and and makes things more difficult.

Oh, crap, did I say Retention? No, I meant Comprehension. I use that one because I like the 20-point bonus for the skill magazines. Useful for difficult speech checks, lockpick jobs, hacks, and other bits in the game. I changed it. :wacko:

Only time I might use Tag is if I needed a 25-30 point bonus in one stat. But I usually can get that via a magazine and the right outfit.

This is why I use Tag! on pretty much every character, since keeping a selection of skill magazines on hand 'just in case' feels kind of silly to me. Then again, I've never been a fan of temporary attribute or skill boosts.

It also gives some early flexibility; you can concentrate on some other skills at first, and then use Tag! to boost a particular skill you wanted to raise but just didn't have the points for. I usually use it on a combat skill, as I tend to develop non-combat skills first, but it can also be used the other way around.

Tag is incredibly useful. It helped me turn a 40 speech into a hundred. With tag, it went to 55. From there, I got skill books to get it to 71. With the help of the Naughty Nightwear and Meeting People (with Comprehension) I can have 100 Speech.

I'm actually not using it, as it would overpower my characters given the changes I've already implemented myself. Good stuff, though.

On the subject of perks:

Are there any perks that you folks use all the time but feel are underrated? For me it's Pack Rat; I wouldn't be caught dead without this perk, as it's invaluable for hauling massive amounts of loot out of an interior, but I almost never hear of anyone else taking it. Granted I do not use VATS, and thus have some space, but it still seems to me that this perk is vastly underutilized.
