Best build involves getting a good mesh of stats, tag/level-up skills, perks, and equipment.
Case in point: my current character was a new experiment for me: I gave him 4 Per., 3 End., 4 Str., and 3 Int. However, I gave him 8 Agi., 9 Cha., and 9 Luck.Tag skills were Barter, Lockpick, and Sneak. And, he selected Good-Natured as his first perk.
These are not the best stats for combat: when he comes under fire, he gets shot to pieces. However, his high Luck ensured plenty of caps for the best armor available (and 100% effectiveness). And, with his low Int., he was able to recruit Arcade just by talking to him, and between his Plasma gun and his nerve bonus, Arcade is a death machine, usually has the threat resolved before my guy even gets his gun out.
To continue this build, I've mostly leveled up stats that are not combat-oriented: Lockpick, Science, Medicine, Barter, and Sneak. And perks include The Professional, Silent Running, Lady Killer, and Comprehension. For last-ditch self-defense, his Guns skill is pretty decent, and it's supplemented by Commando and Action Boy, but he has no other fighting ability whatsoever. But since he relies mostly on his non-violent skills, and has a comrade who can pulverize nearly any threat. Once Arcade's rejoined with the Remnants, he'll recruit Cass or Boone to take his place.
A character of this nature might not be for everyone, but I've made it work, I think.
