Great idea? No, not really since prostitution in video games is now hardly unheard of now. But for a tad touch of immersion I'm going to say yes for their inclusion.

Yes. Like the one in Suran, it wouldn't need to be explicit, but there's no need to make the game kid-friendly.

Though; make the prostitues look like prosttutes. Please don't only have extremely good looking women (or men, seeing how there's almost-gender-equality in the TES universe) in fur bikinis. They should look as poor as they probably are. Quests should be about helping them to get out of the scene and such.

Don't ignore the topic, but do treat it in a realistic way. Prostitution, especially in such a time, was really not a fun thing.

. . . To be quite honest, even though I am female and not a fan of any of Oblivion's six mods, I would prefer Bethesda put a brothel in Skyrim than the modders. I can see myself maybe roleplaying someone down on her luck early in a play-through and needing a little spare coin. At least if Bethesda made it, than it'd be a classy fade-to-black sort of thing, where you go to sleep in the bed and what happens afterward is implied. Looking at Oblivion brothel mods, none of them are classy. Go figure.

Even if they made a fade-to-black type brothel, the situation would still be very suggestive of sixual content. I don't know how the rating would fare. They probably won't risk it.
